PROF. DR. OSMAN BÜLENT ZÜLFİKAR
Chairman of the Board
Prof. Dr. Osman Bülent Zülfikar is a graduate of Istanbul University and a specialist in pediatrics; he is a physician and academic specializing in pediatric hematology-oncology and inherited bleeding disorders. He is the founding president of the Turkish Hemophilia Association and has led national and international projects in the field of hemophilia and bleeding disorders.
In public and academic administration, he has undertaken numerous roles, including serving as Head of the Health Department at Istanbul Metropolitan Municipality, and he has received many publications and awards. He was appointed as the Rector of Istanbul University on August 1, 2023, and serves as the Chairman of the Board of Istanbul TTO, leading innovation and technology transfer initiatives.
PROF. DR. CEMİL KAYA
Member of the Board of Directors
Prof. Dr. Cemil Kaya is a faculty member at the Faculty of Law of Istanbul University and specializes in administrative law and administrative judicial procedure. He is a graduate of Ankara University Faculty of Law; he began his academic career at Selçuk University and continued his associate professorship and professorship studies at Istanbul University.
Kaya has research and visiting faculty experience at various universities in the United Kingdom and has undertaken administrative roles such as Vice Dean and Center Director within faculty management. As a Member of the Board of Directors of Istanbul TTO, he contributes to the technology transfer ecosystem in the areas of university–industry collaboration, regulatory/compliance processes, and knowledge management.
